28.02 ELECTRICITY UTILITY BOARD ESTABLISHED.
Pursuant to an election held June 10, 1947, the management and control of the municipally owned electric utility were placed in the hands of a Board of Trustees.
28.03 CABLE COMMUNICATIONS SYSTEM UTILITY ESTABLISHED.
Pursuant to an election held November 4, 1997, a municipally owned broadband cable communications system utility was formed. The Sanborn Cable Communications System Utility is hereby placed under the control of the Board of Trustees of the Sanborn Municipal Light and Power Plant, which shall operate the Cable Communications System Utility as a separate City utility. The municipal electric utility and the municipal cable communications system utility shall not be a combined utility system. The name of the Board of Trustees is the Board of Trustees, Sanborn Electric and Telecommunications Utility in order that it be appropriate to the City utilities administered by the Board. All provisions of this Code of Ordinances in regard to the municipally owned electric utility shall include the broadband cable communications system utility and the Board of Trustees shall have the same authority in regard to the cable communications system as it has over the electric utility.

We Are Your City Owned Communications Utility
The Community Agency (TCA) is a joint effort between four Northwest Iowa cities who had the future in mind. It is owned by the cities of Hartley, Paullina, Primghar, and Sanborn. TCA’s goal is to provide high-tech telecommunication service with hometown customer service that the citizens deserve.
TCA began providing cable television service in 2000 to the four communities through a state-of-the-art Hybred Fiber Coaxial Network. Over the years, TCA has continued to be a growing asset to the communities by offering services that otherwise would not be available. These services include High Speed Internet, Digital Cable with High Definition, and Telephone Service, VOIP telephone service, OTT/Steaming Services and Wireless Internet that covers most of O’Brien County to help its rural neighbors.
Since 2019, TCA has been converting each of the Cities to Fiber in order to remain a leader in the telecommunications field. Offering all of TCA’s services on fiber gives unlimited potential to our citizens.
All four communities, Hartley, Paullina, Primghar, and Sanborn, are proud of their municipally owned utilities. These services provide many different opportunities for their citizens. Municipally owned means keeping the revenues within the communities for the benefit of their citizens. TCA is glad to furnish these services and is continually working to meet the cities goals.
